At 6pm Thursday, Deputy Edwards was dispatched to Pete St. in Waterloo in reference to a man complaining about his neighbor’s dogs barking constantly. While en route, dispatch contacted the deputy to advise that the complainant had been very rude to central dispatch. The deputy listened to the phone call in which the complainant sounded intoxicated with slurred speech. In the phone call the complainant was yelling at dispatch as they told him he needed to call animal control to have them check on the dog. The complainant then started cursing and yelling loudly. Dispatch told the complainant they would have an officer call him and he started cursing again saying that they would not call him and that an officer would come to his residence. Upon arrival, Deputy Edwards spoke with the complainant about his problem with the neighbor’s dogs and advised him he needed to get in touch with animal control about the dogs if they are barking constantly. After speaking with the complainant about the the dogs, The deputy then placed the complainant under arrest for unlawful use of a telephone. 57 year old St. Clair Louis Edwin Joseph Locke III of 34 Pete Street Waterloo is being held in the Johnson Detention Center awaiting a warrant for unlawful use of a telephone.
