CPW Meets at 5:30 Today

The Laurens Commission of Public Works holds its August meeting at 5:30 this afternoon. The agenda calls for a Water Quality Update along with a site readiness update regarding a grant from Santee Cooper. Commissioners will also hear a recommendation regarding purchase of partial natural gas base-load capacity for this coming winter.

The CPW is to also hear a recommendation for a change to the vacation and sick leave policy. An executive session is planned for an economic development update involving Hunter Industrial Park along with contractual matters regarding the railroad and PMPA, and a personnel matter.

 

 

 

 

A man arrested by the Laurens County Sheriff’s Office late last Thursday was served with two drug charges Friday. 44-year-old Doyle Wayne Roberts of 261 Forest Road, Clinton was served with warrants alleging Unlawful Prescription Possession and Possession of a Controlled Substance without Authority. Warrant allege that on August 8th Roberts unlawfully possessed a prescription drug that didn’t belong to him, noting the prescription on the bottle was for another person. Roberts was also allegedly found in unauthorized possession of Alprazolam, a schedule 4 controlled substance. Doyle Wayne Roberts was released from the Johnson Detention Center Saturday on posting cash or surety bonds totaling $3,000.


Driving without Permission

Unlawful driving another person’s car was alleged with an arrest yesterday. The Laurens County Sheriff’s Office charged 25-year-old Sarah Lynn Gerald of 218 Spring Street, Laurens with Use of Vehicle without Permission. Deputy Perry states that on August 11th Ms. Gerald, without consent of the owner, drive a 2008 Toyota Carolla that belongs to another woman. Ms. Gerald remained in the Johnson Detention Center this morning, awaiting a bond hearing.

Reckless Driving / Stolen Vehicle

Reckless driving of a stolen vehicle was among charges from Laurens Police this weekend following an early morning arrest of 48-year-old Patrick O’Neal Anderson of Gibbs Road, Laurens. Officer Robert Van Pelt III issued tickets charging Patrick Anderson with Reckless Driving and Resisting Arrest at 6:30 Saturday morning on West Main Street in Laurens.

A warrant was later served. It cites the investigation of Officer Van Pelt as indicating that on West Main Street August 10th Anderson was the driver and sole occupant of a 2000 silver Ford Crown Victoria that had been reported stolen to the Laurens County Sheriff’s Office.

Cash or surety bonds were set on the three charges totaling $2,965. Patrick O’Neal Anderson remained in the Johnson Detention Center this morning.

Two Stolen Vehicles

Two stolen vehicles were noted following a Friday arrest by the Laurens County Sheriff’s Office. 46-year-old Thomas Edward Whitehead Jr. of 151 Community Center Road, Enoree is charged with Receiving Stolen Goods and with Possession or Disposal of a stolen Vehicle.

Deputy Benjamin Perry states that on August 9th Mr. Whitehead received a 2001 Honda Rancher ATV valued at $2,500 that belonged to one victim. Deputy Perry states that Whitehead also had in his possession a 1995 Toyota Avalon valued at $1,100 that belonged to another victim.

With cash or surety bonds totaling $30,000 on the two charges, Thomas Edward Whitehead Jr. remained in the Johnson Detention Center this morning.

Felony DUI Sentence

A Felony DUI case from last December went before Judge Don Hocker last week in Laurens County General Sessions Court. 48-year-old Ralph Paul Simmons III of 156 Fishing Village lane, Waterloo, pled guilty to Felony Driving under the Influence with Great Bodily. He had been arrested last December 27th and charged with that offense from a collision on December 23rd that caused great bodily injury to a victim on Riverfork Road in the Waterloo area.

Judge Hocker sentenced Mr. Simmons to Six Years in the State Department of Corrections, with credit given for 78 days already spent in jail.

Trial Likely Starting Today

A trial was anticipated to get underway today in Laurens County General Sessions Court. On the top of the docket for this week is the case of a man arrested in April, 2018 and charged with Attempted Murder. Charles Alexander Woodard, then 26, of 414 Browning Avenue, Joanna was charged with Assault/Attempted Murder, accused of striking the victim with a vehicle, running over his leg on Friday, April 13th, 2018. Woodard reportedly then left the parking lot.

Persons on the jury pool were to report at 10:00 this morning for jury selection.

Habitual Offender from February Drive in Laurens

A Lowcountry man is now accused of being a Habitual Offender, related to his driving in Laurens early this year. Laurens Police yesterday charged 37-year-old Eric Leonard Thompson of Old Beach Hill Road, Ridgeville with Habitual Traffic Offender for Driving under Suspension.

Officer Gambrell states that on February 12th of this year Eric Thompson was driving a vehicle on Stagecoach Road in Laurens while his license was suspended and as a habitual offender. Eric Thompson was being held in the Johnson Detention Center overnight, with a bond hearing expected today.

VP Keynote Speaker for Duncan Fundraiser

Vice President Mike Pence is to be in the Upstate this month on behalf of Republican Congressman Jeff Duncan of Laurens County. The Congressman yesterday announced that h’s hosting the Vice President as the keynote speaker for the 9th Annual Faith and Freedom BBQ August 26th in the Anderson Sports ad Entertainment Center.

Duncan said it’s an incredible honor to welcome the Vice President to the event this year, adding, “Vice President Pence has been working hand in hand with President Donald Trump to Make America Great Again! Good Traffic News Continues

With six traffic fatalities across South Carolina this past weekend, State Public Safety yesterday said the total roadway deaths for 2019 now total 579, an improvement from 626 at the same date last year.

Here in Laurens County, we continue to maintain an even more remarkable reduction in traffic fatalities compared to last year. As of midnight August 11th, Public Safety puts Laurens County traffic fatalities for 2019 at ten. That’s just under 50% the 21 fatalities at this date of the past two years.

Neighboring Greenwood County has 1/3rd of last year’s fatalities, down from twelve in 2018 to four traffic deaths the same date this year.

Greenville County continues to have much higher fatalities, up from 36 last year to 44 in 2019.

A Day of Guilty Pleas in Laurens County

Several defendants entered guilty pleas yesterday in Laurens County during the first day of a second week for this term of General Sessions Court. Judge Frank Addy Jr. of Greenwood was presiding.

 

39-year-old Andre Octavis Moody of 143 Shoals Road, Enoree pled guilty on two counts of Manufacture or Possession of Controlled Substances in schedules 1, 3 or 3. He was given three-year sentences on both charges, to run concurrently with the other. He was given credit for over a year – 449 days – already spent in jail. Mr. Moody also pled to an Unlawful Firearm Carry charge and received a one-year sentence on that, also to be served concurrently with the others. Charges dismissed in the plea bargain were two counts of Possession with Intent to Distribute in the vicinity of a School and a second weapons charge of Possession of a Weapon during a violent crime.

 

A Clinton couple pled guilty yesterday to drug charges in Laurens County General Sessions. 64-year-old Joseph Anthony Jones of 133 Grove Street, Clinton pled to Manufacture, Distribution and Possession of LSD. He was sentenced to eight years, suspended with two days served and to spend four years on Probation. Charges dismissed included a Weapons charge and two counts of Manufacture or Distribution of drugs.

68-year-old Sarah Ann Jones, also of 133 Grove Street, Clinton, pled to Manufacturing Distribution and Possession of Narcotics in Schedule 1 and 2. She was sentenced to two days served. A Drug Attempt and Conspiracy charge was dismissed on Ms. Jones.

 

39-year-old Joshua Toboris Hill of 103 Rosemary Lane, Laurens pled guilty to third degree Burglary and to Petit Larceny. He was sentenced to four years on the Burglary charge, but that was suspended to four days already served and three years release on Probation. He’s also being required to pay restitution, court costs and to serve on four litter pickup details. On the Petit Larceny case, Hill was sentenced to the four days he’s already served.

 

Among other guilty pleas heard in Laurens County General Sessions Court yesterday by Judge Frank Addy Jr.:

A 64-year-old Spartanburg woman pled to Unlawful Use of 911 and was sentenced to time served and payment of court costs at $40 a month.

A 30-year-old Pauline woman was sentenced to pay court costs at $40 a month following her plea to Possession of Less than One Gram of Meth.

A 25-year-old Gray Court woman pled to 3rd Degree Assault and Battery. She was sentenced to thirty days, time already served.

Grant to Improve Hunter Electrical System

Improvements for the infrastructure of Hunter Industrial Park were announced to the Laurens Commission of Public Works at their August meeting last evening. General Manager John Young said that the CPW recently received notification that it will be receiving a $306,600 Economic Development Grant from Santee Cooper to make improvements to the electrical distribution system at Hunter Industrial Park.

The funds are being made available through the Santee Cooper Municipal Site Readiness Fund, which was established to assist communities that are served directly by Santee Cooper or indirectly through Piedmont Municipal Power Agency.

Santee Cooper CEO Mark Bonsell said, “The alternate goal of this program is to improve the lives of the citizens in the communities we serve.” Mr. Bonsell went on to say, “We value our partnership with PMPA and Laurens CPW, and look forward to their economic success going forward.”

John Young said that the grant will be used to upgrade the size of the electrical distribution system in Hunter International Park. “These improvements are in preparation for future expansions and to make the electrical system in the park more resilient against outages.”

Kidnapping & Criminal Sexual Conduct

The abduction and rape of a woman in Laurens County two months ago was alleged with an arrest by the Laurens County Sheriff’s Office yesterday. 39-year-old Marvin Holmes II of 121 Cothran Drive, Greenwood has been charged with Kidnapping and Criminal Sexual Conduct in the 1st Degree.

Sheriff’s Investigator Hunnicutt states that on June 7th in Laurens County one Marvin Holmes willfully seized, confined kidnapped or abducted the victim, allegedly penetrating her sexually under threat of violence while she was a victim of kidnapping. This reportedly happened at a Waterloo address near Lake Greenwood. Marvin Holmes II was being held overnight in the Johnson Detention Center, awaiting arraignment on the two charges.

Appropriating Funds from Employer

Taking funds from an employer was alleged with the Laurens County Sheriff’s Office arrest yesterday of 41-year-old Tammy Marie Smith of 51 Wham Lawn Road, Gray Court. In a warrant charging her with Breach of Trust with Fraudulent Intent, Sheriff’s Investigator Michael Polson states that between April 1st and July 20th this year Smith was taking money from her employer with intent to deprive the business of the proceeds for her own personal gain. Between $2,000 and $10,000 value was allegedly taken from the save-Way #215 in Gray Court. Tammy Marie Smith was held overnight, awaiting a bond hearing.


Two Charged for Sloan Street Arrests

Clinton Police arrested two men Monday, holding them for charges regarding an alleged situation at 800 North Sloan Street.

37-year-old James Jimmy Wise Jr. of 456 Drayton Street, Newberry has since been charged with Possession of a Firearm or Ammo by a Person Convicted of a Violent Felony. A warrant alleges he was in possession of a firearm Monday, not allowed due to his conviction of a violent crime classified as a felony. With a bond set at $5,000, James Jimmy Wise Jr. remained in the Johnson Detention Center this morning.

Clinton Police have charged 28-year-old Clayton Cory Claybone Allen of 621 Sparrow Road, Clinton with Possession of Less than One Gram of Meth. A warrant alleges he had less than a gram of meth at 800 North Broad Monday. Mr. Allen has been released on posting a $2,5000 bond.

Child Neglect, Unlawful Drug Possession

A Cross Hill couple was arrested by the Laurens County Sheriff’s Office and charged with Child Neglect involving drugs.

29-year-old Thomas Michael Howell and 30-year-old Jennifer Nicole Ward of 911 Puckett Ferry Road, Cross Hill are charged with Possession of a Controlled Substance and Unlawful Neglect of Children. Warrants allege that between May 13th and August 13th Mr. Howell and Ms. Ward placed a minor child at unreasonable risk of harm by having the child in an unsafe environment and living conditions. The warrants add that drugs were located inside the property and within reach of the child. Both defendants are said to be the child’s parent or guardian and had custody of the child.

Howell and Ward are accused of having ten Alprazolam pills yesterday.

Deputy McMahan issued a ticket also charging Thomas Howard with Simple Possession of Marijuana at 8:22 yesterday morning at 911 Puckett Ferry Road.

 

Both remained in custody this morning with bonds totaling $12,615 for Thomas Michael Howell and $12,000 for Jennifer Nicole Ward.

Special Election for Cross Hill Council Post

Seven of Cross Hill’s 285 registered voters cast ballots yesterday in a special election to Town Council. Connie Jester received all seven. There were no write-in votes cast. This result is unofficial until certification at 11:00 Thursday morning. There were no contested ballots in the special election.

Main Street Transitioning at 6:30 This Evening

The National Main Street Center has announced that the Laurens Main Street program is taking part in national program to bring renewed economic prosperity to the community. Through a combination of community engagement, market analysis, and organizational positioning, Laurens will establish a series of key, market-driven transformation strategies designed to elevate and focus the community’s resources and capacity on building a sustainable competitive advantage within the downtown.

Main Street Laurens and the National Main Street Center invite the public to a presentation this evening – from 6:30-8PM at the Laurens County Museum’s Witherspoon building located on South Public Square.

Those attending tonight can hear the results of the recent online survey conducted in advance of the meeting as well as an overview of the process and what the end results will be.

CPW Geosmin Update

“We’re on the right path.” That comment from Laurens CPW General Manager John Young, as he updated the commissioners on this summer’s problem with geosmin in the water coming from Lake Rabon. While not a health issue, the taste and odor is not welcomed by water customers. Young advised the commission Monday evening that they began receiving complaints on July 2nd. He said that on July 11th an independent lab confirmed geosmin as the culprit.

John Young said that engineers determined a combination of Earth Tech and Carbon would be the most effective treatment process. A DHEC permit to implement was received July 30th. Young said that Earth Tech use began that day and early results indicate it’s removing most of the geosmin. As of Monday night, however; they were still waiting on arrival of the Carbon delivery system . John Young added, “This has been a very trying experience, but we are on the right path!”
